JOB VACANCY
Precision Air Services Plc wishes to invite applications from suitably qualified candidates to fill in this challenging position. 

POSITION: TECHNICAL DIRECTOR
REPORTS TO: GROUP MANAGING DIRECTOR & CEO
DUTY STATION: DAR ES SALAAM

ROLE PURPOSE OF THE STATEMENT:
The Technical Director is responsible and accountable to the Group Managing Director and Chief Executive for the day-to-day operations and activities of the Technical Department. His primary function is to plan for the company fleet expansion and play his role in the implementation and to timely provide serviceable Aircraft for commercial purposes in accordance with the relevant Airworthiness requirements and company aspirations. He accomplishes his duties through delegation of authority to Divisional Managers who are responsible for the day-to-day running of their divisions’ activities

MINIMUM QUALIFICATIONS:
Engineering background coupled with:-
 Seven years Airline Engineering experience two of which must be in a senior position.
 Good understanding of Technical Stores, Aircraft workshops, Aircraft production, Engineering quality, Technical Services and Propulsion Systems.
 Ability converts ideas into reality.
 Commitment to achieve even under severe pressure.
 Good negotiating skills.
 Information Technology Literacy
 Good work ethics that is reliable, honest and committed.
 Attended Management Course and Seminars.
 Familiar with JAA, FAA and TCAA requirements.
 A licensed Maintenance Engineer with appropriate Airframe Power Plant and Avionics ratings.
 Three years experience in maintaining the same category and class of aircraft used by the AOC holder including one year in the capacity of returning aircraft to service.
 University Degree in Aeronautical/Mechanical or Electrical Engineering (as an added advantage).

KEY ACCOUNTABILITIES/RESPONSBILITIES:
 Develop and maintain internal relationships to ensure a detailed understanding of all Precision Air needs so that Engineering can deliver cost effective support.
 Ensure that Technical considerations are fully understood by the management team to support appropriate decision-making.
 Develop and implement Engineering strategies and plans to meet business needs at minimum overall cost, organize and motivate the function to deliver a high quality service, meet regulatory requirements and safety at all times.
 Train and develop staff to the highest caliber and capability to deliver the Airlines needs.
 Monitor industry and regulatory trends so that PW meets best requirements
 Ensure the provision and delivery of property services which meet the needs of the business
 Develop and implement safety management systems
 Is a member of Air Safety Review Board (ASRB), WBM, MBM Management Review Meeting and Chairman to the Maintenance Safety Group (MSG) and should attend all ASRB and MSG Meetings.
 Is the CMC Director and is responsible for performing the duties stipulated in MPM: 2.3.4.2.
 Ensure high level of safety is achieved in the organization.

MAINTENANCE RESPONSIBILITIES:
 The Person responsible for maintenance (Director of Maintenance) is responsible to the CEO for the co-ordination of maintenance function.
 He will ensure that these activities are accomplished in accordance with the policies and procedures defined in this manual.
 He shall have the Authority to withhold aircraft from operational status when maintenance considerations are required.
 His duties consist of but not limited to the following:-
o Acting as liaison between the company and the Authority regarding maintenance and related subjects.
o Planning and control of all maintenance for Precision Air aircrafts.
o Ensure that inspection and maintenance packages are complete.
o Ensure aircraft maintenance program are available and up to date.
o Ensure that work performed and certifications have been entered in the aircraft maintenance record prior to the aircraft return to service.
o Monitoring aircraft inspections processes including quality of shop and/or work performed by external agencies.
o Ensuring quality of aircraft maintenance workmanship by compliance with manufacturers recommendations and/or industry standards.
o Responsible for the control and preservation of Technical Records.
o Responsible for the technical dispatch of aircraft returned from maintenance.


o Responsible for establishing the maintenance evaluation program.
o Ensuring that a list of personnel trained to perform elementary work and servicing duties is maintained.
o Ensuring service difficult reports are submitted to the Authority within required time constraints and that a filling and follow-up program is established.
o Ensuring MCM and technical reference publications are available and amended in a timely manner.
o Control of parts and materials for performance of servicing and elementary work.
o Appointing and training an alternate to his position during absence of more than three days period.
o Appointing and training a delegate to assist as required in the above duties.
