As part of the commemoration marking the International Civil Aviation Day (ICAD) on 7 December 2019 and the 75 anniversary of International Civil Aviation Organisation (ICAO), Tanzania Civil Aviation Authority (TCAA) is conducting an essay competition centered on the theme THE ROLES OF NATIONAL CARRIER- AIR TANZANIA IN NATIONAL DEVELOPMENT
TCAA is a corporate body, established under the Civil Aviation Act, CAP 80 (R.E 2006). The Act mandates the Authority to regulate economic, safety and security aspects of the civil aviation industry as well as providing air navigation services in the United Republic of Tanzania.

ELIGIBILITY
Tanzanian primary or secondary schools’ pupils between the age of 10- 13 years.
SUBMISSION GUIDELINES
· Each participant is permitted to submit only one individual entry.
· It must be an original work of the participant.

· It should be written in English language.
· All entries are limited to two pages for typed work and 3 pages for handwritten.

Precision Air Now Eyes Chato and Dodoma.

Tanzania leading Airline Precision Air, is considering to start flights to the capital city of Tanzania Dodoma and Chato in Geita. The airline, which was established 25 years ago is currently operating to 10 domestic destinations.
Speaking to the press in his office Precision Air’s Marketing and Corporate Affairs Manager, Mr. Hillary Mremi said, Precision has identified the potential market on those two routes and already has started plans to analyze the market so as to design suitable schedule.
“There have been key developments in these two destinations, on one hand, the fact that the Government is moving to Dodoma definitely there is going to be a big movement of people to and from Dodoma. Precision Air As the best scheduled airline and the only AITA member in Tanzania, we are considering to start flights to Dodoma so as to provide connection for our passengers from our wide network.” Mr. Mremi Explained.
Speaking on Precision Air consideration to start flights to Chato, Mr.Mremi said, the completion of the construction of the Chato Airport will open up doors for Precision Air to have further access into the Lake zone market. Our flights to Chato will enable us to serve Geita region, which has several potential economic activities such as mining, fishing, and tourism.
“We wish to congratulate our Government efforts to upgrade our Airports, this will enable us as operators to mount more flights to open up Tanzania and speed up economic growth Our plans are to launch Dodoma flights on our 2019 Summer schedule which will be published in March 2019, while Chato flights will depend on the completion of the construction of the Chato Airport.” Mremi added.

Air Tanzania signs a 5 years IFE contract with Inflight Dublin.

Inflight Dublin, the global IFE and wireless provider, has recently signed a contract with Air Tanzania to provide the latest content offering onboard its new fleet. This new content agreement includes the latest Hollywood movies, international and local titles, classic TV shows, broad audio selection and a range of broadcast shows. 

All content will be streamed via embedded Panasonic EX3 systems, which will certainly elevate inflight service. Inflight Dublin will provide additional audio services such as pre-recorded announcements and boarding music.

Air Tanzania has signed the contract for 5 years with an aim to significantly improve the airline’s passenger experience by offering IFE.
“This new content services agreement represents exciting inflight entertainment growth opportunities for Air Tanzania and a commitment to provide the best travel experience for our passengers,” said Ladislaus Matindi, Air Tanzania’s CEO and Managing Director. “We are delighted to launch these new services in our fleet, which is now poised to provide the very latest movies, television and audio programming on regional and international flights.”

TANZANIA CIVIL AVIATION AUTHORITY SPONSORSHIP FOR PILOT TRAINING


The Tanzania Civil Aviation Authority invites candidates to be sponsored by the Training Fund for pilot training for the financial year 2017/2018.

The candidate should meet the following criteria:

(i)            She/he must be a Tanzanian citizen;
(ii)          able to communicate thoroughly in spoken and written English
(iii)         must not be older than 25 years at the time of application
(iv)         outgoing and of a strong character, with a conviction and adaption  
             to a high risk industry/environment
(v)          Must be a graduate of Bachelor of Science or Engineering degree
Please note the shortlisted candidates must sit for and pass a written aptitude test followed by an oral interview. Furthermore, they will be required to undergo medical examination to establish their fitness to undertake such training. All tests and medical examinations will be undertaken by qualified technical personnel and designated medical examiners. Also, all applicants must submit certified copies of their relevant certificates including birth certificates.

ABOUT TCAA
The Tanzania Civil Aviation Authority (the Authority) was established on 1 November 2003 as a corporate body, pursuant to the Civil Aviation Act, Cap. 80 (R.E. 2006).

The Act mandates the Authority to provide safety, security and economic oversight of the civil aviation industry in Tanzania. The regulated services fall in three categories: air transport services, aeronautical airport services (airside airport operations, ground handling, in-flight catering and aviation fuelling) and air navigation services.  In addition the Authority provides air navigation services in Tanzania.

Subsequent to its establishment, the Authority also established the TCAA Training Fund pursuant to section 3 (1) of the Civil Aviation (Contribution and Administration of the Training Fund) Regulations as amended.  The main purpose of the fund among others is to train Tanzanians in aviation specialities such as Pilot Training.

Amsterdam / Montreal, 16 October 2017 – Airbus SE (EPA: AIR) and Bombardier Inc. (TSX: BBD.B) are to become partners on the C Series aircraft programme. A corresponding agreement was signed today.  The agreement brings together Airbus’ global reach and scale with Bombardier’s newest, state-of-the-art jet aircraft family, positioning both partners to fully unlock the value of the C Series platform and create significant new value for customers, suppliers, employees and shareholders.
Under the agreement, Airbus will provide procurement, sales and marketing, and customer support expertise to the C Series Aircraft Limited Partnership (CSALP), the entity that manufactures and sells the C Series. At closing, Airbus will acquire a 50.01% interest in CSALP. Bombardier and Investissement Québec (IQ) will own approximately 31% and 19% respectively.
CSALP’s headquarters and primary assembly line and related functions will remain in Québec, with the support of Airbus’ global reach and scale. Airbus’ global industrial footprint will expand with the Final Assembly Line in Canada and additional C Series production at Airbus’ manufacturing site in Alabama, U.S. This strengthening of the programme and global cooperation will have positive effects on Québec and Canadian aerospace operations.
The single aisle market is a key growth driver, representing 70% of the expected global future demand for aircraft. Ranging from 100 to 150 seats, the C Series is highly complementary to Airbus’ existing single aisle aircraft portfolio, which focuses on the higher end of the single-aisle business (150-240 seats). The world class sales, marketing and support networks that Airbus brings into the venture are expected to strengthen and accelerate the C Series’ commercial momentum.  Additionally, Airbus’ supply chain expertise is expected to generate significant C Series production cost savings.
Airbus is strongly committed to Canada and its aerospace sector with Canadian suppliers extending their access to Airbus’ global supply chain. This new C Series partnership is set to secure jobs in Canada for many years to come.

Ownership Structure and Agreement Highlights
The C Series programme is operated by CSALP in respect of which Bombardier and IQ respectively hold approximately a 62% and a 38% interest.  The Investment Agreement contemplates Airbus acquiring a 50.01% interest in CSALP. Airbus will enter into commercial agreements relating to (i) sales and marketing support services for the C Series, (ii) management of procurement, which will include leading negotiations to improve CSALP level supplier agreements, and (iii) customer support. At closing, there will be no cash contribution by any of the partners, nor will CSALP assume any financial debt. It also contemplates that Bombardier will continue with its current funding plan of CSALP and will fund, if required, the cash shortfalls of CSALP during the first year following the closing up to a maximum amount of US$350 million, and during the second and third years following the closing up to a maximum aggregate amount of US$350 million over both years, in consideration for non-voting participating shares of CSALP with cumulative annual dividends of 2%, with any excess shortfall during such periods to be shared proportionately amongst Class A shareholders.
Airbus will benefit from call rights in respect of all of Bombardier’s interest in CSALP at fair market value, with the amount for non-voting participating shares used by Bombardier capped at the invested amount plus accrued but unpaid dividends, including a call right exercisable no earlier than 7.5 years following the closing, except in the event of certain changes in the control of Bombardier, in which case the right is accelerated. Bombardier will benefit from a corresponding put right whereby it could require that Airbus acquire its interest at fair market value after the expiry of the same period. IQ’s interest is redeemable at fair market value by CSALP, under certain conditions, starting in 2023. IQ will also benefit from tag along rights in connection with a sale by Bombardier of its interest in the partnership.
The Board of Directors of CSALP will initially consist of seven directors, four of whom will be proposed by Airbus, two of whom will be proposed by Bombardier, and one of whom will be proposed by IQ.  Airbus will be entitled to name the Chairman of CSALP. 
Subject to obtaining the required approval from the Toronto Stock Exchange, the transaction also provides for the issuance to Airbus, upon closing, of warrants exercisable to acquire up to 100,000,000 Class B Shares (subordinate voting) of Bombardier (representing approximately 5% of the aggregate issued and outstanding Class A Shares (multiple voting) and Class B Shares of Bombardier on a fully-diluted basis, and approximately 5% of the aggregate issued and outstanding Class A Shares and Class B Shares on a non-diluted basis), at an exercise price per share equal to the US$ equivalent of C$2.29, which represents the volume-weighted average price of the Class B Shares over the five trading days ending Friday, 13 October 2017. The warrants will have a five-year term from the date of issue, will not be listed and will provide for market standard adjustment provisions, including in the event of corporate changes, stock splits, non-cash dividends, distributions of rights, options or warrants to all or substantially all shareholders or consolidations.
The issuance of the warrants and their terms were negotiated between Bombardier and Airbus at arm’s length and will not materially affect control of Bombardier. Security holder approval will be required under Toronto Stock Exchange rules due to the fact that the warrants will be issued later than 45 days from the date upon which the exercise price was established. Such approval is expected to be obtained by way of written consent of shareholders holding more than 50% of the voting rights attached to all of Bombardier’s issued and outstanding shares.
The transaction has been approved by the Boards of Directors of both Airbus and Bombardier, as well as the Cabinet of the Government of Québec. The transaction remains subject to regulatory approvals, as well as other conditions usual in this type of transaction. There are no guarantees that the transaction will be completed and that the conditions to which it is subject would be met. Completion of the transaction is currently expected for the second half of 2018.

Precision Air to fly Scheduled Flights to Serengeti effective from 1st October 2017

Tanzania leading airline Precision Air Services PLC, has announced the launch of scheduled flights to Serengeti National Park effective from 1st October 2017. The flights will be from Zanzibar or Dar es Salaam direct to Serengeti every Monday, Wednesday, Saturday and Sunday.

The announcement comes few weeks after the airline announced the launch of scheduled flights to Kahama effective from 5th September 2017.

MAINTENANCE RESPONSIBILITIES:
 The Person responsible for maintenance (Director of Maintenance) is responsible to the CEO for the co-ordination of maintenance function.
 He will ensure that these activities are accomplished in accordance with the policies and procedures defined in this manual.
 He shall have the Authority to withhold aircraft from operational status when maintenance considerations are required.
 His duties consist of but not limited to the following:-
o Acting as liaison between the company and the Authority regarding maintenance and related subjects.
o Planning and control of all maintenance for Precision Air aircrafts.
o Ensure that inspection and maintenance packages are complete.
o Ensure aircraft maintenance program are available and up to date.
o Ensure that work performed and certifications have been entered in the aircraft maintenance record prior to the aircraft return to service.
o Monitoring aircraft inspections processes including quality of shop and/or work performed by external agencies.
o Ensuring quality of aircraft maintenance workmanship by compliance with manufacturers recommendations and/or industry standards.
o Responsible for the control and preservation of Technical Records.

Air Tanzania goes for Hitit reservation ticketing system.

Air Tanzania Company Limited (ATCL) has ordered a $67,000 (Sh147 million) reservation ticketing system from Turkey.



The system installation aims to help the company avoid irregularities in ticket sales and improve services to customers, according to ATCL managing director Ladislaus Matindi.
"We signed a contract with an Istanbul-based Hitit Solutions Company over the past two weeks to offer the service. Training on the use of technology has started."
The system was expected to become operational next month.
He hopes the technology will leverage in tracing what happens in ticket sales, hence providing no chance for irregularities as it used to be.
Works, Transport and Communications minister Makame Mbarawa last year suspended ATCL finance manager Stephen Kasubi over the loss of Sh715 million associated with irregularities in ticket sales. Prof Mbarawa said Mr Kasubi allegedly fraudulently facilitated a Comoro-based travel agency -- Salama World Travel Agency -- access Sh715 million tickets against the law.
The law sets Sh15 million as the ceiling for the value of tickets that the company can give to a travel agent, and for which payment must be made before new ones are issued, according to the minister.

"We won't spare unscrupulous workers; we want loss in revenue associated from irregularities in ticket sales to be a thing of the past," said Mr Matindi.

ROLE PURPOSE STATEMENT:
To plan, supervise and execute company flights in accordance with legal and company policies and procedures for safe, efficient and economic conduct of flights.

(a) Duties and Responsibilities
i. It is the responsibility of the PIC to ensure the safe and efficient operation of the aircraft in all stages of ground and flight operations. Plan, and supervise the
execution of company flights in accordance with legal and company policies and procedures, authorized checklists and to ensure safe, efficient and economical operation.
ii. The PIC will co-ordinate the flight preparation according to directives and procedures in this manual and other relevant Manuals and ascertains that all aspects are covered.
iii. The PIC will ensure that the checklist and standard operating procedures are adhered to and thoroughly carried out.
iv. It is company policy in order to check the adequacy and ability of each aircraft
commander to operate the aircraft efficiently and safely during the mandatory competency check or at any other time that may be decided by the Chief Pilot.
v. Be responsible for the operation and safety of the aircraft from the moment the aircraft is ready to move for the purpose of taking off until the moment it finally
comes to rest at the end of the flight and the engines are shut down. The PIC must
ensure that:
vi. The prescribed instruments, radios, life jackets, first aid kits and all necessary
equipment are installed and serviceable.
vii. The aircraft is serviceable, and that the current certificate of maintenance/release is in force and that the previously reported defects have been notified in the Technical Log as rectified or transferred to the defect log.
viii. The aircraft has been correctly loaded and that the load and balance sheet has been accurately completed in duplicate.
ix. That sufficient fuel and oil is carried for the flight including reserve specified by the company.
x. That the performance of the aircraft is adequate for prevailing conditions.
xi. The route information, radio facilities, alternate airfield(s), danger and prohibited
areas and any other route information are available.
xii. That a meteorological forecast has been obtained to cover the route destination and alternate.
xiii. The PIC as a senior member is expected at all times and in all circumstances to behave correctly. He has to set a high standard of behavior, as he is responsible for the discipline and appearance of his flight crew and cabin crew at all times both in the air and on ground.
xiv. Be responsible for the safety of all crew members, passengers and cargo onboard when the doors are closed.
xv. Have authority to give all commands he deems necessary for the purpose of securing the safety of the aircraft and of persons or property carried therein, and all persons carried in he aircraft shall obey such commands. The PIC will take any action deemed necessary to ensure the safety of the flight; if these actions divert from prescribed procedures he will do so in consultation with other crewmembers and submit a report about his action to the applicable Fleet Manager.
xvi. Have authority to disembark any person, or any part of the cargo, which in his opinion, may represent a potential hazard to the safety of the aircraft or its
occupants.
xvii. Not allow a person to be carried in the aircraft who appears to be under the influence of alcohol or drugs to the extent that the safety of the aircraft or its occupants is likely to be endangered.
xviii. Have the right to refuse transportation of inadmissible passengers, deportees or persons in custody if their carriage poses any risk to the safety of the aircraft or its occupants.
xix. Ensure that any passengers are briefed on the location of emergency exits and the location and use of relevant safety and emergency equipment.
xx. Confirm that the aircraft performance will enable it to complete safely the proposed flight.
xxi. Not permit any crew member to perform any activity during take-off, initial climb, final approach and landing except those duties required for the safe operation of the aircraft.
xxii. Other duties as may be assigned by the company

(b) Minimum Qualifications
i. In possession of Airline Transport Pilot License with a maximum of 5000 HRS total
flying hours of which 1500 as PIC and 500 as PIC on 16 tons and above.
ii. Operational background – at least 5 years experience in commercial air transport
iii. Excellent communication and interpersonal skills
iv. License qualification and recency as per GOM and TCAA requirements
v. CRM trained
